Sovereign Cloud for Government, BFSI, Telecom & Regulated Industries

Data sovereignty is no longer optional—it is a regulatory and operational necessity. VM2Cloud delivers sovereign OpenStack clouds that ensure complete control over data, access, governance, and compliance.

What is a Sovereign Cloud?

  • Data residency within chosen national borders
  • Policies aligned with local law enforcement & compliance bodies
  • Zero foreign jurisdiction control
  • Full audit trails & IAM governance

VM2Cloud Sovereign Cloud Architecture

Dedicated OpenStack controllers, sovereignty-focused Ceph clusters, encryption at rest, identity federation, and policy-based governance engines.

Sovereignty Is More Than Location

A sovereign cloud is defined by more than where the servers sit. Data residency is one part. The others are about control: who can administer the platform, where encryption keys and backups are held, and whether workloads and data can be moved out later.

Questions a Sovereign Design Should Answer

  • Data residency: in which country or region must each class of data stay?
  • Administrative access: who can log in to the control plane, from where, and with what audit trail?
  • Key management: who holds the encryption keys for volumes, images and objects?
  • Backups and replication: where do copies live, and do they stay inside the same boundary?
  • Identity: can users and groups come from your own identity provider?
  • Exit: how would workloads and data be moved out in future?

Why OpenStack Suits Sovereign Designs

OpenStack is open source and speaks standard APIs, so the workloads you build are not tied to a single operator's proprietary interfaces. That portability is part of sovereignty: the ability to move is a form of control. The platform can be delivered on VM2Cloud's infrastructure or inside your own data center, which lets the location of the hardware follow your requirements.

Region locations and data-residency terms are agreed per tenancy.

Controls Inside the Platform

  • Keystone for projects, roles and federated identity, so access follows your organization's structure.
  • Security groups and tenant networks in Neutron to separate workloads.
  • Encrypted volumes and images, and encryption at rest on the storage layer.
  • Audit logging and policy-based access control across the services.

What to Bring to the First Conversation

It helps to start with a list of the data classes you hold, the rules that apply to each, and any existing audit obligations.
